How Do We Scale Up? The conditions are ripe for scaling up. I have already pointed to the importance of both resources and ideas. If resources and ideas are to translate into effective action, we shall need to place greater reliance on partnership, on the one hand, and on better use of the variety of instruments available to us, on the other. Partnership We have begun to recognize the need to base our development approach more solidly on partnership. Given the scale of the challenge, the development community must work together to build public support and raise aid resources, to make use of complementary skills, and to share ideas.
From the perspective of development effectiveness and scaling up, evaluation is not a desirable add-on to a project, but a central component. Finally, there is merit in considering necessary steps, often called conditionality, as a separate instrument, though these are typically packaged with programmatic 34 | NICHOL AS STERN lending. Most development agencies are working to make necessary steps simpler and more country specific in design, compared with much conditionality in the past.
