Is not this the reason why from a broad spectrum of phenomena, such as nonequilibrium state, stability, bifurcation, symmetry perturbation and transient phenomena which characterize complex systems, we try to take only one and thus sharply simplify, if not make vapid, the very substance of a most complex system with Nature and Human community as its principal components.
In the first place, it is necessary because the next stage in the development of global models of environmental and climatic changes sbould not leave aside our concepts of the role of cryogenic conditions, formations and processes in the creation of global natural systems and their regional elements. The depository of our knowledge about permafrost formed by our scientific community can and must play its role through analysis and synthesis of the information accumulated to date. Then this depository of learning may be applied to other poorly studied elements of the Earth cryospbere and for the assessment of their effects on biospheric, climate-forming and geological systems of global and regional scopes.
The status of some of these recent activities and future directions will be reviewed in this report. The permafrost communities throughout both hemispheres are not well prepared to collectively respond to new global and regional challenges. Although the International Permafrost Association (IPA) and its working groups serve as communication links within the community and between other scientific and engineering organizations and programs, there are virtually no international progriuns directed at understanding and predicting the global significance of permafrost and its stability under a changing global environment.
