The central point is that Peter's own system of meaning is as important for deciding what to do, as the systems of the other people round him. When the social worker is charged with finding a way through the tangle of difficulties, he or she needs to be able to communicate with Peter directly. This is as true of the difficulties experienced by mentally handicapped people in hospitals or schools as of those at home, and over problems of work or domestic management or leisure as in sexual behaviour.
